I'd also recommend getting either a Paint Shop or Adobe Photoshop free trial, if you can, to make icons with. Much preferable to Paint! The only downside is that you'll be in horrible withdrawal when they run out (like I am now) and they're too expensive to buy if you're not a professional.
XD the obsessiveicons lj community has lots of beautiful beautiful bases (and icons too, but more bases). also if you're running windows xp, try googling for paint.NET; it's like photoshop-meets-paint and free. not a bad program ^_^
The GIMP is another free program available at http://www.gimp.org. It's not quite as good as Photoshop, but it's much better than MS Paint, and it's free.
I second the Gimp motion...I suppose it's not quite as good as photoshop largely because of the UI, but once you get used to the context-menu driven interface it can do darned near anything PS can do.
